Son of John P. Kelley and Mary Roth; both of whom died young. He was then raised by his maternal grandmother, Johannah Roth in Philadelphia and attended college. He first worked as a bookkeeper and then as a raw cotton dealer. Later he worked for A.M. Byer as their eastern district representative. He first married Anna P. Beecher. After Anna died, William then married Nina D. Moore (in Ohio) who was the first wife of Simeon Moore (son of Pennington Moore). Nina and Simeon had a son named Richard Pennington Moore. William is buried with all three; Anna, Nina and Richard, beside him.

William's mother died shortly after giving birth to him. There are documents that show his birth as July and some as August. William listed his birth day as July 15, 1876/1877. His grandmother listed his birth as August 8th.
