Illinois Second Governor. He was the private secretary of President James Madison from 1809 to 1815, a special emissary of the United States to Russia from 1819 to 1822 and the register of the Land Office in Edwardsville, Illinois from 1819 to 1822. In 1822, he became the second governor of the State of Illinois for a four-year term. Coles County, Illinois is named in honor him.
