Silas P. Otto was the son of Joseph and Mary (Brown) Otto. Some sources claim he was born in McKean County, Pennsylvania, where his parents were early settlers. However, Joseph Otto and family were enumerated in Angelica, Allegany County, New York in the 1810 census, so it is more likely that he was born in New York prior to the Otto family arrival in McKean County.

Silas married Hannah Stickland in 1836. They had five children: Eliza, Joel S., Joseph, Emma, and Howard E. Otto. Hannah died in January 1848 and later that year Silas married Hannah Swift. They had five more children: Ellen Matilda, Charles, Maria, William H., and Riley P. Otto.

Silas and Hannah (Swift) Otto lived out their lives in Clarksville, Allegany County, New York. They are buried in the North Cuba Cemetery, although no stones remain visible for them.

No obituaries have surfaced for the Ottos, but there were brief notices in the local newspaper:

The Cuba Patriot, (Cuba, NY) Vol. 30, No. 37, Thurs., Sept. 10, 1891: "Clarksville: Mr. and Mrs. Otto are very sick, and as they are both past 80 years of age, there is but little chance of recovery."

The Cuba Patriot, (Cuba, NY) Vol. 30, No. 38, Thurs., Sept. 17, 1891: "Clarksville: Mr. Parmer Otto died at the home of his son, Riley Parmer, Sept. 8th, age 81 years. His wife is not expected to live."
