In 1961 he served as John F. Kennedy's Chief Disarmament Adviser, and subsequent to JFK's death in 1963, he also served as a member of the Warren Commission. In addition, McCloy was the longtime head of the Council on Foreign Relations.
All of the above, and more, led to him being unofficially acknowledged as the "chairman of the Establishment" and his 1992 biography by Kai Bird is entitled "The Chairman:
