In his early life he lost his mother, Mary Catherine Shelton, father John, and a number of siblings to a smallpox epidimic. Only he, brother Andrew, and sister Marie (possibly a pet name given by family) survived. Andrew, the eldest, moved to Cocker Missouri and started a life there. Noah and Marie were taken in by the local physician, Dr. Miller, and raised.

He was the youngest child of John and Catherine. Brother of Elizabeth C (born about 1837), Andrew J (August 14 1839 - April 28 1916), Cressa (born about 1840), Catherine Wood (born about 1843), William (born about 1845), Angeline (born about 1847), Sarah E (born about 1850), John F. Foster (born about 1852).

Noah first married Nancy Rebecca Kinnard and they had two children, Andrew Foster and Pearl Foster-Felton. The marriage ended in divorce.

When Noah was 39 he married Luvena Riley, a girl of 16. Their children were Authur Foster, Thomas D. Foster, Oscar Foster, Robert Foster, Caroline Foster-Reed, Granville Foster, Johnny, and twins Virgil & Willie Foster.
