There is also a manifest for Mary Isobel, his wife. She did not come to the US between 1890-1892, but did enter on 5-23-1924 to visit her daughter for 5 months.

There is nothing on Familysearch.org or Ancestry.com to indicate whether or not James or Mary Isabel ever applied for naturalization or that after the 1923 border crossing that indicated their intention for the visit was to last only 5 months that they ever went back to Canada; instead, remained in California until their deaths, Mary in 1934 and his in 1937 as both are buried in Long Beach, California.
However, the naturalization of citizens could have been made through a Federal Court or a State Court rather than through the Department of Immigration and Naturalization by whatever title it called itself back in 1923/1924 time period. Those records may be held in those Courthouses and have never been filmed.
