Jack was born in Maryville, Missouri, graduated from Orleans High School in Nebraska and joined the Army upon graduation. During this time he married Grace M. Smith, of State College, Pennsylvania, graduated from Penn State University and embarked upon a career in Federal Civil Service. At retirement from the US government, he was director of administrative services for the Economic Regulatory Administration of the Department of Energy in Washington, D.C. He then became the facilities manager of Montgomery College in Rockville, MD and eventually moved to Everett, Washington where he worked as the director of facilities manager at Everett Community College. He was commissioned in the Army Reserve where he served 36 years. He was a loving father to four children: John Donovan Blackwell, Jr., James Joseph Blackwell, Jeanne Marie Hinds, and Michael Dale Blackwell.
Jack had a long history of community service starting years earlier as Parent-Teacher Association president and Boy Scout counselor in Bowie, MD. Upon moving to Washington, he joined the Eagles and was instrumental in getting the new Granite Falls aerie built. He went on to serve on the Lake Stevens Planning Commission and City Council until 2000. He also served as a director on the boards of Senior Services of Snohomish County and the Snohomish County Health District. He was an active volunteer with the Lake Stevens Food Bank and the Everett Chapter of the Red Cross. Jack's history of blood donation goes back to his early 20's and over the decades has donated many dozens of gallons of blood. At 75 years of age he served on three deployments serving the victims of Hurricane Katrina.
Jack died at home after a decade fighting colon cancer, Non-Hodgkins Lymphoma and ultimate succumbing to ureter cancer.
Jack is survived by his children: John D. Blackwell,Jr., James J. Blackwell (Lois Royer), Jeanne Blackwell Hinds (Timothy) and Michael D. Blackwell; grandchildren and great grandchildren.
