US Congressman. Elected to represent Massachusetts' 8th District in the United States House of Representatives, serving from 1885 to 1989. He also served as Massachusetts Prison Commissioner in 1897 and 1898, as Assistant Secretary of the Navy in the first McKinley Administration from 1898 to 1900, and as the first United States appointed civilian Governor of Puerto Rico after the Spanish American War. He later formed the American Sugar Refining Company, now known as Domino Sugar. The Whistler House Museum in Lowell has many of his paintings on exhibition. Today, his family home serves as offices for the University of Massachusetts, Lowell.
