Arthur was born in 1901, one of eight children born to Luvena Riley and Noah S Foster. His full brothers and sisters were, Thomas D, Oscar, Robert, Caroline Reed, Granville, Virgil, Johnny, and Willie.

He had two half siblings from his father's previous marriage to Nancy Rebecca Kinnard; Pearl Felton and Andrew. Andrew is said went to Kentucky and was not heard from.

Arthur married Marie Sexton and they had three children, Roy, Delores, and James.

They spent most of their working years in Kansas City, later retiring to Plato Missouri for 5+ years and then moving on to Jacksonville Florida.
