U.S. Congressman, Delaware Governor, U.S. Senator. He graduated from the University of Delaware, in 1937, earned a law degree from Georgetown University, was admitted to the bar in 1938 and established a law practice in Dover, Delaware. During World War II, he served as a Colonel in the 6th Armored Cavalry, 3rd U.S. Army and was decorated for his actions in Europe. After the war, he was a deputy judge of the Family Court of New Castle County and was elected as a Republican to the Eightieth, Eighty-first and Eighty-second Congresses, serving (1947-53). After his term, he was elected Governor of Delaware in 1953 and served until his resignation in 1960. He then was elected as a Republican to the United States Senate, serving (1960-73). An unsuccessful candidate for reelection, he resumed the practice of law until his death at age 83.
