Kansas Governor. He graduated from the University of Kansas in 1925 and became active in politic in the early 1950s. In 1956, he was elected as a Democrat the 35th Governor of Kansas, serving until 1961. While in office, he battled with the Republican controlled legislature over raising taxes and increasing expenditures. After his term, President John F. Kennedy appointment him director of the Export-Import Bank in Washington, D.C. and he served until his death from emphysema at age 59.
