Frances was the eldest child of James and Catherine Shriver Jessup of Brockville, Canada. She married William Allen on 22 December 1852 and they became the parents of three daughters and three sons. The Allen's home was Claremont, in Surry County. Claremont is a vast and refined estate that Major William Allen inherited from his uncle. Prior to the Civil War, Allen was reported to be the wealthiest man in Virginia. He owned a host of extensive plantation properties, as well as huge amounts of forest, including Jamestown Island.
