Born on the Shiloh Ranch in Bird's Landing, Solano, CA. Married Hazel Sherman Bailey (daughter of George Eliphalet Bailey and Phebe Ann Peckham Tew) on 14 Feb 1923 in Newport, Rhode Island where Russell was serving in the Navy and Hazel was a singer. During Russell's 30 year Navy career he served aboard the U.S.S. Curtis which was in Pearl Harbor when it was bombed in WWII. The ship saw damage when a Zero crashed into the deck. Russell and Hazel had two children. Russell died at his home at 619 Seymour Street in Napa, Napa, CA.

"Brown - In Napa, Thursday, Feb. 16, 1950, Russell C. Brown; father of Mrs. Marjorie Toscani of Vallejo and Kenneth Brown of Napa; brother of Mrs. Charles (Leona) Robinson of Los Gatos, Mrs. Hazel (Avery) Kennedy of Santa Clara, Mrs. Frank (Gladys) Schemmel of San Jose, Mrs. W. L. (Marjorie) Greer of Sacramento, and Mrs. Steven (Virginia) Ish of San Leandro; grandfather of Kathleen Toscani. A native of California. Aged 55 years. A member of Napa Lodge No. 18 I.O.O.F., Ivy Rebekah Lodge No. 23 and the Fleet Reserve Association of Vallejo, and was an elder of the Presbyterian Church of Napa where his funeral services were conducted on Feb. 20th."
