Philo Whitehead was the fourth of seven children born to Julia Berrien and John Whitehead. Her given name means "love of mercy" in Greek.

On 19 July 1855, Philoclea was married to Thomas Neely, and they became parents of five children: Robert Caldwell Neely (m. 1) Willie Addison, m. 2) Lillian Wilkins); Julia Berrien Neely (m. Robert Russell); Ruth Jones Neely (m. Cicero Young); Louise McLure Neely (m. W. B. Deming); and John Flewellyn Neely (m. Grace Maxwell). At least three of their children were born in Savannah, where Thomas was a cotton broker on Factor's Walk.

Philoclea died while visiting friends at White Bluff Plantation in southern Chatham County, eight miles south of Savannah. She was 59 years old.
