Louise was a native of Washington, Georgia, the oldest of Thomas Harold and Lillie Viola Hudson Matheson's six children. She was the wife of the late James Bruce Bell, both long-time residents of Seneca. She and her late husband owned and operated Bell Studio in Seneca as professional photographers for over thirty years, retiring in 1976. After retirement, her major interests were local history, historic preservation, and beautification.

She received the Governor's Award for significant achievement in historical preservation in South Carolina in 2008, the Lifetime Achievement award as historian and preservationist in 1997 by the Pendleton District Historical Commission, The Order Of The Palmetto for "service to South Carolina and her people" by Gov. Carroll Campbell in 1994, and The Order of the Jessamine in 1994 by General Federation of Women's Club of South Carolina in recognition of outstanding contributions by women in the Upstate. She was appointed Historian of Seneca in 1992. Louise wrote or edited several books including "Seneca, Visions of Yesterday" in 2005 and "Rebels in Grey, Soldiers from Pickens District 1861-1865" in 1984.

She was preceded in death by siblings Melvin Matheson, Lila M. Feltman, Mary M. Smith, Frances M. Shelby, and James Matheson.
