U.S. Congressman, U.S. Army Officer. Born in Washington D.C., he graduated from the University of Kentucky Department of Law in 1939. The following year he was admitted to the bar and began to practice as an attorney in Lexington, Kentucky. During World War II, he served as an officer in the United States Army, and eventually attained the rank of Lieutenant Colonel. After the war, he was appointed as an attorney for the Anti-Trust Division of the United States Department of Justice. Breckinridge became a member of the Kentucky Legislature as an independent moderate from 1956 to 1959 and was then appointed as the Kentucky State Attorney General in 1960. He served until 1964, and again in that position from 1968 to 1972. He was an unsuccessful candidate in the election for Lieutenant Governor of Kentucky in 1963 and 1971. He was also a delegate to the Democratic National Convention in 1960. Elected as a Democrat to represent Kentucky's 6th District in the United States House of Representatives, he served from 1973 to 1979. He was an unsuccessful candidate for reelection in 1978 and resumed his law profession in Lexington. He died in Lexington the following year. He was a member of the famous Breckinridge family and became the sixth member of the family to serve in Congress.
