Civil War Medal of Honor Recipient. He served during the Civil War as a Private in Company B, 18th New Hampshire Volunteer Infantry. He was awarded the Medal of Honor for his bravery at Petersburg, Virginia on April 2, 1865. His citation reads "Brought off from the picket line, under heavy fire, a comrade who had been shot through both legs." Company B's Private Carlton H. Camp assisted Private Boutwell in rescuing their comrade, and was awarded the Medal of Honor as well.
