Luther Carter, passed away suddenly on Friday, October 13th from a heart attack at age 69 just months before his planned retirement. He suffered the heart attack while at work and died later in the afternoon at Portsmouth General Hospital.

He was the husband of Lavada Wilcox Carter and loving father of William Earl Carter, Laverne Carter Oliver and Eleanor Carter Thomas. His first born son Royce Vance Carter, preceded him in death at age 13 in 1936. He was the son of Manning C. Carter and Victoria McClellan Carter.

He was born near Alma, Georgia and moved to Portsmouth, Virginia with his family in 1939. He worked as a carman for the Seaboard Air Line railroad. Prior to working for the railroad, he worked at the Portsmouth Naval Shipyard for several years. He was a member of Central Methodist Church in Portsmouth and the Brotherhood of Railroad Carmen Lodge 188.
