Nine year-old Frances was one of six victims of the fire at the Germantown Community Centre, Haines and Morton Streets, in Germantown's Little Italy section. She was the first child to die of her injuries, having died before reaching Germantown Hospital.

Over the course of the next two days, five little girls died of their injuries. They were trapped on the metal balcony, on the third floor, which was enclosed by mesh wiring. The mesh, incidentally, was designed to keep the children from falling onto the street.

Thousands of people from all over the city went to the victims' homes to pay their respects and thousands more lined Chelten Avenue in Germantown for the victims' funerals.

The other five victims of the fire were: Sylvia Bressi, Mary Di Tommaso, Mary Dima, Genevieve Di Pompeo, and Ida Visco.
