Cecil began his military career in 1918. He was in World Wars I & II. He was also in the Korean Conflict. He retired as a Colonel in the U.S. Air Force.
After retiring from the service in 1958 Cecil and his wife Dorothy moved to the Albuquerque area. He attended the University of New Mexico and received a teaching certificate. Cecil taught at the St. Pius X high school.
