Cecelia Whisenant is the daughter of Harvey Phillip Whisenant and Sarah "Sallie" Adeline Johnson. 1860 census shows she was not yet born so the year of birth on her marker is incorrect. She was born in Burke county, NC and is a sister to Mary I, William, Sarah, Michael, Harriet J, Isaac Moulton, Elisha Thomas, Lily, Susan, Enoch Elijah and Lawrence Harvey.

Cecelia married Joseph A Smallwood, a widower, in 1894 and they are the parents of Eva or Edna Smallwood, born about 1899.

Cecelia is found in the 1910 census, a widow, working as a servant and sharing the home of her employer with her 10 year old daughter, then called Edna (was Eva in 1900 census). She is seen in the census of the Western NC asylum in 1920 and again in 1930 though her death certificate indicates that her last stay there was a little over 4 years in length.

She died of cerebral hemorrhage (apoplexy). Her parents and husband are named on the death certificate.
