2nd Missouri Governor. Born in Belmont, Virginia, he came to St. Louis in 1807. He served as the Secretary, Recorder of Land Titles and as a member of the Board of Land Commissioners in the Louisiana Territory. As Secretary, he served as acting Territorial Governor for much of the time and was responsible for the codification of territorial laws, compiled in the first book published in Missouri. He was sworn in as the second Governor of Missouri on November 17, 1824, succeeding Alexander McNair. He died in office less than a year later.
