Peacetime Medal of Honor Recipient. He entered the US Navy at Pennsylvania and served as a Seaman, Engineer's Force. His citation reads "On board the USS Shenandoah during the rescue of a shipmate at Villefranche (France), 15 December 1871. Jumping overboard, Sapp gallantly assisted in saving Charles Prince, seaman, from drowning".
