Charles was the son of William M. and Julia Gordon Coulter. He was the husband of the former Rosa Mae Main, who would survive him only five months. Also surviving were his children E. Mason and Melvin Coulter, Mildred Swisher, Anna Mae Kelbaugh and Mabel Smith, numerous grandchildren and great-grandchildren, and sisters Annie Deener and Julia Burkitt.
Charles was predeceased by two children-baby Mary in 1907 and son Mark in 1949.
Charles was a farmer and a member of the Brownsville Church of the Brethren.
