One of the eight children of Lavina and Moses B. Stephens. Married Caleb Joseph, one of the eight children of Lydia and William Joseph. Rachel had three children but none survived childhood. She and Caleb adopted Minnie F. Janes around 1870. After Caleb died, Rachel went to live with Minnie and her husband, William Walls, in Spokane, Washington. Rachel was survived by three of her sisters, Rebecca Stephens Gilbert (James), Jennie Margaret Stephens Naugle (Isaac), and Julia Stephens Tewell (Jacob).
