Son of Joseph (often written as Jessee or Jessa) Knighten Parker (b. KY, Bet. 1808 - 1810). Many sources say Ambrose (Unknown) Gant Parker was Ninion's mother, but evidence strongly indicates his mother was Sarah Bay (b. in St. Louis Territory, Bet. 1810 - 1813), daughter of Robert and Mary (Hamilton) Bay).

Ninion served in the Civil War, Union side. He enlisted as Pvt, Co K, under Capt. Mitchell, August 30, 1862 at Rolla, Mo., and was mustered in December 7, 1862, in Rolla. He was then assigned to new Co. 'B'. and mustered out: June 14, 1865. He spent much of his time in service in Arkansas.
