Officer Elbert D. Qualls, DSN 1833, was commissioned as a Police Officer on 06/11/1956. After completion of the academy he was assigned to the following Districts and Divisions through out his career. The were the Bureau of Investigation, 4Th, 6Th, Dummy Assignment, Bureau of Field Operations, 9Th, 6, 2Nd, 8Th, 1St, and finally the Bureau of Investigation. During his career he was awarded a letter of Honorable Mention of 08/01/1959, and a Chief's letter of Commendation on 08/22/1975. When Officer Qualls retired on 09/29/1981 he had completed 22.52 years of faithful and dedicated service to the Saint Louis Metropolitan Police Department.
Elbert Dwane Qualls, 79, passed away Tuesday, July 27, at his residence.
He was born Aug. 17, 1930, in Evening Shade to the late Thomas and Ovella Qualls.
Mr. Qualls retired after serving the St. Louis Police Department for 25 years. He was a member of the Black Oak Church of Christ, 32nd-degree Mason, Scottish Rite Mason, Shriner and past patron of the Eastern Star.
He loved to sing and play music; he played the guitar, fiddle and mandolin.
Survivors include his wife, Anyllue Findley Qualls; a daughter, Kathleen Benigno of St. Louis; a son, Billy D. Qualls (Donna) of Waterloo, Ill.; three brothers, Boyce Qualls Sr. (Virginia) of St. Louis, Chub Qualls (Linda) of Monette and Terry Qualls (Linda) of Wichita, Kan.; two grandchildren, Thomas J. Qualls and James Qualls; a stepdaughter, Sherry Laffoon (Scott); and several nieces, nephews and cousins.
He was also preceded in death by his first wife, LaVerne Qualls; two brothers, Robert D. Qualls and Ted Qualls; and a sister, Claudette Jones.
A celebration of his life was held in Gregg Funeral Home Chapel at Monette with Tim Bassing and Chub Qualls officiating. A graveside service was held in Kolmer Memorial Cemetery at Waterloo.
His son Billy D. Qualls is a retired Homicide Detective Sergeant with Saint Louis Metropolitan Police Department.
