Garrett served in the U.S. Army during World War II, from 22 Jul 1942 until 17 Jan 1946. He married Betty May Porter on 21 Feb 1943 in the Episcopal Church in Wetmore, Kansas. Their children are Betty Diane Bartley Golik and Earl Porter Bartley.

1Lt. Bartley received the Purple Heart as a result of wounds received by enemy shell fire on 19 July 1944 in France.
