30th New Jersey Governor. An 1876 graduate of Rutgers College, in 1880 he was admitted to the New Jersey Bar, and began the practice of law. He was a representative of New Jersey to the Republican National Convention held in Philadelphia, Pennsylvania, and then served in the New Jersey Senate from 1895 to 1898 representing Union County. During his tenure he was elected to the presidency of the New Jersey Senate. When Governor John W. Griggs resigned to become Attorney General of the United States, he became acting governor of the state from January to October 1898. He resigned as acting governor so he could run in the next election for governor, and the position was held by David Ogden Watkins from October 1898 to January 1899. He was elected as governor and served from January 17, 1899 until January 21, 1902. He was instrumental in establishing several organizations to improve the care of institutionalized children by placing them with families, and also worked to have United States Senators elected by the popular vote instead of by the State Legislatures.
