He purchased the historic Portland Health Clinic building for his business, JWB Real Estate, where he served the Portland area as realtor and landlord until 2005. He was an avid reader and competitor, enjoying card games, and prior to his retirement from the LPD for work related injuries, he enjoyed fishing and horseshoes.

He was a member of multiple Democratic Clubs, including the Mid-Town (past president), Mose Green, North End (two-term board member), South End and Twelfth Ward. He was appointed by Governor Breathitt as investigator for a newly formed Kentucky Crime Victims' Compensation Board.

Jim was a member of the principle team that created the Fraternal Order of Police, Louisville Lodge No. 6, serving as its charter vice president and second year president. He was a graduate of the first class of the Southern Police Institute, the first such college-based program in the South, and subsequently taught Criminal Law to LPD recruit classes.
