He was the son of Antoine Wheeler and Ruby Bell Burnett Wheeler. Francis grew up in Pawhuska and graduated from Pawhuska High School with the Class of 1950. Played football for Tonkawa Junior College and then transferred to Northeastern State, where he graduated in 1954 with a major in history. Francis began his coaching career in Stilwell and later coaching at Broken Arrow, Glenpool, Tulsa McClain & Tulsa Memorial, where he was head football coach. In 1966, he began coaching at Tulsa University where he served as the defensive coordinator under head coach, Glenn Dobbs.

Francis went into private business in 1969 and was employed as a manufacturer's rep. for sporting good lines. In 1988, he opened Three Flags Smoke Shop, later adding numerous Smoke shops around the Tulsa Metro Plex. Francis was honored in 2005 being inducted into the NSU Athletic Hall of Fame. In 2006 & 2008, he served as president of his beloved NSU Athletic Association. Francis was preceded in death by his parents and a brother, Antoine Wheeler. Survivors include sons, Ton Wheeler and wife Vicki of Flower Mound, TX, Francis Wheeler, Jr. and wife Lisa of Broken Arrow, OK, Richard Wheeler and wife Jimmie of Wagoner, OK; one daughter, Shelly Wheeler Cahalen and husband Danny of Flower Mound, TX and his girlfriend, Janie Fellers of Coweta, OK. Funeral services will be 1 pm Friday, Dec. 18,2009 at St. Benedict Catholic Church in Broken Arrow, OK. Entombment will be at Calvary Cemetery in Tulsa, OK.
