He was the son of Stacy Hills and Naomi Hatch Hills.
On October 6, 1874, he married Mary Theresa Fleming, niece of Rear Admiral Edward Simpson at Newport, Rhode Island.
They were the parents of four children, including Elbridge F. Hills (1878-1949).
