Western Pioneer. Born in New York, he was a lawyer in practice before he came to California in 1849. He formed a law firm in Sacramento and organized the Natomas Water and Mining Company to provide water from the American River for agriculture and mining in 1851. In 1852, he was elected State Senator for Sacramento and was responsible for establishing the permanent location of the California State Capital at Sacramento. He as a member of the California State Assembly 1857 to 1858, editor of the Sacramento Union and as a judge of the Superior court until his death.
