Mr. Baker was a Union Civil War veteran who enlisted August 19, 1861 in Company A of the 8th Maine Volunteer Infantry at Phillips, Maine. Transferred June 15, 1863 to Company B, 1st U.S. Artillery. Mustered out August 19, 1864 at Petersburg, Virginia.

He worked as a bailiff in the Clatsop County Circuit Court.
