Louis was the son of Samuel H. and Mary Whipp Bassett. He was born in Richland Twp., Beaverdam Post Office, Allen, Ohio. He started working for the Frisco Railroad in 1896 and continued until he retired. Started in Kansas City, Missouri as a messenger boy and by 1900 was the Yard Clerk. In 1908 was promoted to Superintendent of terminals in Springfield, Missouri. By 1930 he was V.P. and Manager in Wichita Falls, Texas. He was a member of the Masonic Blue Lodge and the Ancient Arabic Order of Nobels of the Mystic Shrine.

On 3 Apr 1895 in Bluffton, Allen, Ohio, he married Genevieve Murray. They had three children: Berneice (1899-1903); Clifford Monroe (1904-1977); and William Howard (1906-1975).

He was buried on 3 February 1936.
