Family lore states that Arthur, from Dublin, was studying for the priesthood as a young man in Ireland. But, when he immigrated to America around 1830, he was already married to Mary Ann Smith. They eventually settled in Pilot Knob/Three Mile Prairie in Washington County, Illinois, where he was a farmer and a medical doctor. His first known land purchase there was in 1839. He was first licensed as a doctor in 1877, as that is the year that Illinois instituted licensing. At that time, he stated that he'd been practicing 30 years, which would give him a start date around 1847. He had a medical log with entries until 1895, the year he died at age 83. Many payments for his medical services were made through a barter system.

Some say the name was probably O'Dempsay at one time in Ireland. Some of Arthur and Mary's descendants spell the name differently: Dempsey. Arthur's parents are unknown.
