Cleve grew up on a farm near Whitewater, Kansas. In 1911 he and his older brother Earl married within two days of each other. He had met his wife Pearl from high school as she was at Whitewater High School in the same class as his older sister Ethel.
By 1917 he was working in Whitewater as a furniture store clerk. In 1926 he relocated to Satanta, KS, along with Pearl and their one child, becoming the manager of the Modoc Hotel. In 1930 he worked at the Wichita railway station. After World War II, he and Pearl followed their child to California. Mechanically minded, he found employment in a Long Beach tool shop. In 1961, Pearl and Cleve returned to Wichita for a 50th anniversary celebration with older brother Earl and his wife Grace.
In his later years in Long Beach he kept a large vegetable garden, growing carrots, lettuce, beans, corn, rhubarb and other vegetables year-round in his back yard.
