Officer Foley was 44 years old. His parents were John Stephen Foley from Waterford Ireland and Mary Agnes Hanley-Foley from Waterford Ireland.
At 10:00 P.M. on March 19, 1949, Foley was called for a disturbance inside the Saint Peters' Parish Hall where several young men had created a disturbance at a dance. A male who had been drinking was acting disorderly. he violently resisted Foley and had to be forcibly restrained. Foley was able to secure the male but he continued to resist and the officer was assisted by civilians. Arriving police took the male to their station, but Foley, completely exhausted and near collapse was taken to Saint Mary Hospital where at 3:00 A.M. he died. He was an 18-year veteran of the force and was survived by his wife, Lucille, and a brother Patrolman Joseph Foley.
