William "Bill" Isaiah Adkins was born to Ida Jane Nalley and Sherman Ulysses Grant Adkins on 25 June 1895 in Fort Scott, Bourbon County, Kansas. He was one of 7 children.

He married Luella Minnie Cardwell 15 Dec 1917 in Alma, Wabaunsee, Kansas. They had a son who was later raised by his mother-in-law (Amanda Higday Cardwell of Sioux City, Iowa) when Minnie died prematurely of cancer while their son was at a fairly young age.

Having eventually moved to California after that he passed away there on 6 Feb 1947. He had received an honorable discharge from his service during World War I. His headstone transcription reveals that he was a Private in the 21st Engineers.

Many of his siblings supposedly or certainly left Kansas for California around the same time he did.
