Born February 13, 1919, she was the daughter of Marion and Anna Polk.
Mrs. Carter was a retired federal employee, a member of the Homemaker's Club, PEP Club and Sewing Club. She was an avid gardener, known as the "Flower Lady" on Bells Highway, with tulips and daffodils flowering in her garden each spring.
Surviving are: her husband of 61 years, Wendell Carter; son, Wendy Carter and his wife Amy of Warwick, GA; and one grandson, Wen Carter also of Warwick.
