Lieutenant Colonel (Ret) Lionel Billman passed away March 26, 2000. Colonel Billman was the creator of the Minuteman statue in the lobby of the 38th Infantry Division Headquarters armory.

He served in the U.S. Army Air Corps from February 28, 1943 until October 20, 1945, attaining the rank of 1st Lieutenant.

He was appointed as Captain on December 7, 1948 in 1st Battalion, 293rd Infantry. He served as Executive Officer, 2nd Battle Group, 293rd Infantry and as Executive Officer of 2nd Brigade, 38th Infantry Division, until his separation as Lieutenant Colonel on January 31, 1965.
