She is survived by her mother, Florence Otte; and three daughters, Anna (Ryan) Ragains, Kimberly Black and Melody Black; one granddaughter, Kamryn Ragains; two brothers, Norman (Edie) Otte and Carvin (Julie) Otte; one sister, Leah Otte (Robert) Smith; one niece; six nephews; and one great-niece.
Ellen owned and operated her own day care in Peoria, where she was known to all the kids as Grandma Ellen. Prior to that she worked at CDC.
