Captain O'Rourke was the fifth superintendent of Fort McPherson National Cemetery from August 15, 1877 until his death on January 20, 1885. He was born in County Cork, Ireland and married Mary Hodgson in England. They emigrated to the United States and settled in Lancaster County, Pennsylvania. He joined the U.S. Army in 1861 and commanded Company E, First Regiment, Pennsylvania Reserve Infantry. He was cited for gallantry in action during the Battle of Fredericksburg.
