Elmer was the middle child of three for Esther Eretha Jane Edwards and Ephraim Shenandoah Bowser. Elmer was a private in Bat. C, 55th Field Artiliary from May 31, 1917 to Feb 6, 1919. He worked for twenty nine years for the USS Steel Plant in Vandergrift, PA. During these years he worked in the labor gang, the slab mill and the finishing departmant and was a steward with the AFFL, CIO local Union.

Elmer was a fathfull member of the First Church of God, both in Vandergrift and in North Apollo.

Elmer was in the Army during WW1 from May 31 1917 to Feb 10 1919 with Battery C 55th Field Artiliary.
