Born around 1825, he was the son of William Rowell and Melissa "Lecia" Harrelson Rowell. He married twice, first to Sarah Ann "Sallie" Smith and then to Rachel Hyatt. He served in the 23rd Regiment Infantry, Company H, South Carolina Volunteers during the Civil War. He was captured at Petersburg on June 17, 1864 and later died in the Elmira Prison in New York.
