Foye married Georgina B. (nee Richey) Harrington about 1917. Georgina was the widow of Stephen Harris Harrington II, the founder and president of the Harrington & King Perforating Company in Chicago. Foye was employed by the Harrington & King Perforating Company and eventually became its president.
Foye's death certificate states he was born on December 4, 1890 in Appleton, Wisconsin. Foye's draft registration states he was born on December 4, 1888 in Antigo (Langlade County) Wisconsin.
Foye passed away as a result of a myocardial infarction (heart attack). He also suffered from arteriosclerotic cardiovascular disease.
Foye's remains were cremated on December 22, 1964 at Memorial Park Cemetery in Skokie, Illinois.
