Sergeant Richard L. Newby, DSN 1618, was originally hired on 07/19/1944 as a civilian employee for Police Department. His first assignment was in the 5Th District as a Switchboard Operator and he was later transferred the Central District in this same capacity. His job classification was then changed to Office Clerk and he worked in the 3Rd, Records & Communications Division, and finally the 1St District. He received his commission and entered the academy on 09/28/1953. After the academy he was sent to the 5Th District followed by assignments in the Tactical Deployment Division, Prisoner Processing Division, Field Inspection and Evaluation Unit, 7Th, and finally the Gambling Section. He was promoted to the rank of Sergeant on 08/20/1972 and transferred to the 2Nd District. He remained in the 2Nd District for the remainder of his career and finally retired on 01/14/1983. Sergeant Newby completed 38 years, 5 months, and 26 days of faithful and dedicated service to the Saint Louis Metropolitan Police Department.

Richard L. Newby , a member of the St. Louis Police Department for 38 years, died of emphysema Thursday (May 3, 1990) at Christian Hospital Northeast. He was 61.

Mr. Newby retired as a Sergeant from the police force in 1983. He started as a civilian employee in 1944 and became a patrolman in 1953.

He was a member of the St. Louis Police Veterans Association, the St. Louis Police Fraternal Organization and a past officer of the St. Louis Police Credit Union.

A funeral Mass will be celebrated at 10 a.m. Monday at Good Shepherd Catholic Church, 921 Smith Avenue, Ferguson. Entombment will be at Sacred Heart Cemetery.

Among the survivors are his wife, Myrna Newby of Dellwood; four daughters: Diane Newby of Dellwood, Karen Gettemeier of Florissant, Deborah Schroeter of Moline Acres and Patricia Cerame of Florissant, and two sons, Keith Newby of Florissant and Edward Newby of west St. Louis County.
