He was born in Bremerton and along with his eight siblings grew up in Holy Rosary Parish in West Seattle. He graduated from Seattle's O'Dea High School in 1937 and earned his master's degree in sociology at the University of Washington in 1953.

Father Feeney also returned often to preach at favorite parishes from his youth - West Seattle's Holy Rosary and Assumption in Seattle's Bryant neighborhood. He also pastored at a church in Shelton, Mason County. He was a chaplain at Olympia and Tacoma hospitals for the last 20 years and also served as a State Patrol chaplain in the mid 70's.
He taught and served as principal at St. Martin's High School, and was the abbey's prior from 1959 until being named St. Martin's College president.
A familiar figure on the St. Martin's campus, he took pleasure in felling damaged trees and splitting them into firewood for the abbey.

Mass will be at 10:30 a.m. Saturday in the Abbey Church, St. Martin's College
