William grew up on his family's farm near Springplace, Georgia. He became a lawyer and practiced law in Springplace until 1883, when he moved to Fort Worth, Texas. In 1888 he became Judge of the 17th District of Texas where he served two terms. He was Mayor of Fort Worth for two terms, 1906 and 1908.

He was the husband of Mary Rush Temple Harris.
