US Congressman. The son of Henry Snapp (1822-1895), who also served in Congress, Howard Snapp attended Lake Forest College for three years, studied law, achieved admission to the bar in 1878, and commenced practice in Globe, Arizona. He later returned to Joliet, where he served as Will County's Master in Chancery from 1884 to 1903. He was Secretary of the Will County Republican Committee from 1884 until winning election as Chairman in 1893, and he was a Delegate to the Republican national conventions in 1896 and 1908. In 1902 he was elected to the US House of Representatives and served four terms, 1903 to 1911. He did not run for reelection in 1910 and returned to practicing law in Joliet. His home has been preserved and is maintained by the Joliet Landmark Commission.
